DotA Theme Manager allows you to change terrain in DotA. You can always restore the normal terrain with the "resotre" button of the tool. All files must be placed in your warcraft 3 folder. Then you have to run DTMV4.exe (as adminestrator). Choose the terrain you want.

I just tried this for the DotA theme at http://cu88.deviantart.com/art/Dota2-Theme-Windows-8-1-494612294, which was the w8 port. I get something like this, which is not even a fraction as awesome as the original w7 customization.
